If you clean your tongue with a brush dipped in Listerine, do you still need to gargle Listerine afterwards?

By doing that you only kill the germs on your tounge. The purpose of gargling for 30-60 seconds is to allow the alcohol or other anti bacterial agent to wipe out most of the germs so they don't build up and such. So, yes you still need to gargle.
